Water damage

We have false ceilings and have had large leak from flat above. Builder wants to repair visible damage and just open up false ceiling to dry out. Chip out plaster below. Should original ceiling be opened up and plaster to it be repaired?

I hope you know that this is completely covered by your house insurance ? If it was a short term leak , it is in important to repair the original ceiling but drying it out a bit would be a good idea , if it was a long term leak , it would be prudent to inspect the original ceiling for fungus growth .
