External sold wall is cold and damp - how do we decorate?

1937 semi detached property, hall wall is solid construction, minor rising damp, extremely cold in winter so hall is cold too, how should we decorate? Have removed hall carpet and wallpaper, but very cold and we have a baby due next month - how should we decorate/treat?

It's a solid wall so decorating won't help . I would suggest you glue 15mm polystyrene foam to the wall and paper over that , it will help stop the cold wall from absorbing the heat from the property , it's inexpensive and easy to do , I think B&Q have it .
