Do I need planning permission or building regs to convert garage

Posted by kirstie mackenzie, on
I want to convert integral garage into a bedroom with toilet and washhand basin. Do I need planning permission and/or building regs? Also garage contains oil central heating boiler, can this remain when use of room is changed?
