Lesley, When you say damp I take it you mean on the inside of the roof. The best bet is to contact a roofing contractor and get them to carry out a survey that way it will flag up any underlying problems. If you shop about you may be able to get a free photographic survey carried out as some contractors do this. As for the loft ladder a decent joinery contractor would be able to carry this out.
