Is it an integral garage ? If so planning shouldn't be needed but its always best to speak to your local planning department as they can confirm this. Is it a newish property ? If so you should contact the building company as they may have put a restriction on any conversions. You would need to comply with building regulations which can be sorted via the council building control or a registered building inspector.
