Fireplace alteration

I would like to get rid of the gas fire and fireplace in my dining/kitchen. In the process I'd like to know if the chimney can be opened up to make space for a cupboard/dresser. The chimney in the dining room is very wide, but upstairs from it is only a 35cm wide by 35cm deep chimney so it's not supporting a full size chimney above it. In addition there is boxing in on the outside of the chimney breast in the dining room which I assume contains gas pipes, could this be removed also? Would this be done by a gas safe engineer or would I need a builder too?
