Making an opening for a window

I have had a plan drawn up by an architect for a job under a bulding control notice for a single small window at the top of the stairs, into the main solid 9" side wall, ie end of terrace house. I have been told this would require scaffording.

HI Stephen, This work could be done off a scaffold tower. You shouldn't need to have scaffold erected on the side of your house for a small window. Joseph
