House purchase, no building regs approval for alterations

The house I am buying has a knocked through living room/dining room and removed chimney breasts in the kitchen/bathroom. The owners think the work was done 10 years ago without planning permission or building regs approval by the previous owners. The building survey shows no movement in either area. The surveyor recommends builder and structural engineer check both areas. Would a builder would be able to arrange all of this?
