Cut opening & install new window

I would like to put a window in my bathroom for light and ventilation. It would be in the exterior brick wall of an end-terrace house on the first floor. It would only be a small uPVC window with obscure glass. Can anyone tell me what this would involve e.g. scaffolding, lintel, planning permission, building regulations etc? How much is it likely to cost? How long would it take to do the job? Thank you very much.

A small tower would probably be o k. You will need a lintel. Don't think planning permission is required, if it's not overlooking a neighbour, nor building regs cost about £1,200 would take about six days. JC
