Damp under upstairs bay Window uPVC Glazing

I was wondering what sort of tradesman I would need to investigate a damp issue underneath an Upstairs Bay Window. The house is Edwardian with uPVC windows installed by the previous owners. The damp only appears to occur presently on one side of the bay. Looking at the bay externally from ground level there appears to be some blistering of paint on the stone window sill. I can't see any issues with the brick work from the ground, but that doesn't preclude there being one. I can't see a good fit on the predefined categories on this web site (they are too restrictive). I would have thought a general builder would be a good fit, with remedial repair section, but there doesn't appear to be one.
