Hi Rob when sealing any gaps in the brickwork you need to ensure the air bricks are not blocked as they are there to vent the floor, blocking them can lead to dry rot. If the gaps in the air bricks are big fix a steel mesh over the back off them. As for the rat problem best to get someone to lift the boards and then get the pest control in to deal with the problem as you don't want to end up with the rat trapped under the floor, he will just find another way out, probably up through the floor!
