Ramp and parking spaces to replace raised car hardstanding

Our house is cut into slope with raised car hardstand to side that is 4m high at the end. I would like to replace hardstand with a steep drive (c. 25%+ gradient needed I think) to front of house. I really don't know where to start with this as not sure what a builder would want, eg. architect or engineer plans. Who do I approach first, builder (who could advise and say what plans they may need) or architect/engineer? Thanks for any help given
