Should I speak to a Builder or Architect first.

I have brought a 1930's bungalow, it needs complete refurbishment, including re wire, re pluming, new central heating, pointing up, re plastering etc. Bungalow is approx 10mx9m, we would like large rear extension 10mx4m and extend living room to front 4mx3m, move stairs and 2 new bedrooms upstairs, move rooms around etc. I have drawn up plans myself but should I get full plans, planning etc using an Architect or speak to a builder first to find out the best way to approach the project.
