Lino on damp floor

Hi, I wanted a new floor laid in my kitchen, but when we lifted the lino the floor was damp. Very high reading on a damp test meter. (all across the floor) There is one area that is a problem by my door, that dries when the lino is lifted (i'm using dehumidifier and heat) and then as soon as I put the lino back its damp again. I've had someone look at this about 8 times over 2 years and they just say its fine but if that was the case it wouldn't keep getting damp. the house is 2 years old. What can be causing this?
