Re-surfacing front garden drive

I would like to lay resin bonded gravel to my front drive and had thought to have a permeable hard core sub base. I have heard people say, however, that once the resin bonded gravel has been laid it is often disturbed by the hard core shifting. Is it possible then to buy a permeable concrete mix to lay under the bonded gravel - which won't shift - and is it ok for this to be laid on soil?

Hi you need a lime stone sub base first then the area needs concreting before resin is laid for best results.
