Basement convertion

I want to convert lower ground floor from storage /utility to living room and shower room. Room is 25 meters square and approx 2 metres high and floor is 1 meter below ground level. A survey revealed damp in walls up to 1 meter. There is an external door and window. House is on hill well above water level, it is a back to back terraced house with already converted basements on all three neighbouring sides. Will it need full tanking at approx what cost?
