Insulating pipes and plastering wall before kitchen installation

I had a fire in my kitchen a couple of years ago. My insurer instructed a company to reinstate the kitchen. A year after moving in, we discovered that the construction company did not insulate the water pipes pipes behind the kitchen units and also did not plaster the walls. The pipes have now corroded and a water leak has damaged my wall and my neighbour's wall. My question is before installing new kitchen units after a fire, would a company insulate the pipes and waterproof the walls?
