How do youchase a builder who has done a shoddy job

Marcus Wagner picked up this job for me Rated People job #924761; they replaced roof slates. however the roof now leaks, which it didnt before, and he is not communicationg with me even when I advised that the water was running down the bathroom light switch and we were getting electric shocks. Unfortunatly all information was exchange via email and text and I dont have his address. He wouldnt invoice me unless I paid in addition to his all inclusive price. He steered me away from rated people he said he coud save money.
