Block n tile extension or dwarf walled conservatory

I've been quoted for a 6mx3.7m conservatory by 2 firms. Bifolds X4 with roof a mix of glass and tiled panels. Quotes seem to me to be beyond the realms of what I'd expect a full on block/brick extension would be. So my questions are:
1. 6mx3.7m extension with building regs, single storey with tiled roof, 4 skylight, 4xbifolds and glazing. On flat ground with removal of old 3x3.7 flat roof extension room. Rough cost?
2. What option is better?
3. I've got the budget but struggling to get builders interest. Any idea why?
