Most likely you haverising damp inthe bay, you need to get that sorted first then floor boards need to come up joist cut back to good timber replace the joists and floor boards

Believe the best way forward is to get a damp proof specialist. I have dealt with many issues similar to this and i dont want to give any advice without actually seeing the job. sorry to be vague but damp proof specialist regards
