What Tradesperson do I need to ask for?

Hi there,
I need to get the flooring repaired/redone in a cupboard under an electric water heater. I had a leak earlier this year and the current floor cover is chipboard so it is now unstable and as the water heater rests on this, it is a problem. I would need to get the water heater taken out while the floor is replaced and can organise that but I need to know what sort of trades person I can get to replace the floor in a 1 - 1.5 metre square cupboard. Should it be a carpenter or a builder or a floor fitter or a DIY person? Please advise. Thank you
