Bro-in-law bricked up cellar air vents, now the ceiling is damp and plaster coming away. WIll the whole ceiling need re-plastering or is it ok to patch up?

Firstly it is a bad idea to brick up the air vents , this will cause extreme condensation , the render may swell as a result and come off , so , yes, if left long enough the plaster will need replacement. Patching does not always work and a complete replacement may be required in the near future. First thing is to get some fresh air in there and see what the results are.
