Did you remove the old plaster first, did you re render or just plaster, sounds like hygroscopic plaster to me, not roof or rising damp, look at my rated people for a picture of it

I have reoccurring damp in a bedroom thats seeping down to the livingroom, a new roof was put on last summer, ive vented and replastered redecorated 4x in 4 yrs
