How to deal with damp

I want to cover a bare brick fireplace and build fitted cupboards in alcoves either side. One side of chimney breast is slightly damp to about 18". Should I treat with damp proof paint before plaster boarding or rely on ventilation holes in plaster board and battening to allow it to breathe. I don't want to make the situation worse by boxing the damp in, at present it isn't a problem
