Survey of house revealed damage to underfelt in roof

A survey I've had conducted on a house I'm looking to purchase has revealed damp in a region of a bedroom's ceiling caused by the waterproof underlay in the roof being damaged (as well as one of the beams). Would I need to get the entire underlay replaced do you think?
