Damp wall downstairs but not up (has damp proof course) ?

My living room wall has peeling paper, possibly from damp. Signs of damp proof course previously installed. The bedroom wall upstairs is fine. My guttering over the bedroom leaks slightly. Please advise as I've been burnt by tradesmen before. Thank you
