Utility room paint powdering off walls. I had it re plastered up to 1 metre level, and chemical DPC added 3 years ago and didn't repaint. Plaster also has a powdery surface, getting slowly worse. Is it damp? Outside wall has an exposed, inset wooden plank above head height - is that a problem?
