I do not know how long you have been trying to get hold of him, but if no contact after two weeks or so, then maybe go back to Rated People and see if they have any other means of contact. If you know where he lives, maybe a visit there, and if not, trading standards. Once you have contacted him or maybe can put something through his letter box, you can give him a time limit to respond or failure to do so, and you could take him to court. Hope this helps

You can contact rated people to try get hold of him, failing which as a customer you can put a negative rating on his profile and try get someone else to rectify the problems. Hope it works out for you.
Your options are to contact trading standards or if he is registered to a reputable body contact them ie decorators federation builders federation also try his contact address my personal opinion is never to pay anymore than a percentage deposit till work complete and customer satisfied also refrain from paying anymore also if companies only have a mobile contact leave well alone I feel for you on this matter as I have solved various problems for customers in the past in similair situations
