Wallpapering over cheap emulsion

Hi, I have a cheap basic emulsion on my living room walls which is quite 'powdery' and rubs off quite easily with a damp cloth. I want to wallpaper over it, but would I be alright just applying primer over the top of the cheap emulsion (which is bright red to make matters worse!), or should I remove the old emulsion first? If the latter, whats the easiest and quickest way of removing the emulsion from the walls? My walls are standard plasterboard by the way. Thanks!

Hi Richard , Simple fix is to apply a PVA solution 50% water to PVA. Apply 2 coats . It will also give you the required slide for paper to be moved easily into place , basically your sizing the surface. Hope this helps , good luck. Mark.
