Wallpaper trouble

I have been removing wallpaper in my new house for the last few months, and wanted to finish our basement bathroom before our house warming party. With it being a small area I thought I could do it in 2days. Well it seems that it is different wall paper then the rest of the house, but I am having extreme difficulty getting it off. I got the top layer off nicely but underneath I tried to start taking the paper off and nothing was working. I was using diff and it just seemed to eat up the liquid and the paper wouldn’t get soaked to make it easier to peel off. I was wondering what you would suggest to get off the under layer. I’m pretty sure that it is connected to drywall and it just won’t come off!

Have you tried a steamer - this will remove most papers, there is also the possibility that the paper was put onto fresh (unsealed plaster and bonded to the plaster) is so some repair/patch up may be needed. Depending on what finish you are after lining paper may be an option and them paint?
