1974 House with paint over wallpaper

Bought a home that has paint over the wallpaper. Rented a steamer and the wall paper came off very very easy in strip but left a paper back type texture. Tried scoring and steaming but doesn’t seam to come off. Was told that when the house was built that they wallpapered with doing the seams of the dry wall with tape and mud? Can I sparkle the seams, sand, and then paint or do I have to tape and mud?
