The hot water for my kitchen and bathroom is heated by a Triton TW10 unit which is stopped working. Do I need a plumber or electrician?

Kat, You probably will need to replace it has it will cost just has much to find the fault and then locate a spare part and then fit it. So in these cases I would geberally advsie that it be replaced with a new one which would take less than an hour to do and completed by a Plumber.
