Is it necessary to brick off a fireplace that is no longer in use or is it acceptable to cover with plasterboard?

You can have it sealed a little bit up the chimney, so keeping the fireplace. Or you can plaster over it like you say, be careful to keep the chimney ventilated, and cap of the top so that rain does not get in.
