You have two unrelated problems here. Paint peeling, is fro dust or deprecated paint under the new coats, I'm afraid the ceiling needs to be stripped back as far as you can , a bonding liquid applied before you do final colour paint. The black mould is from condensation. Apply Ronseal anti mould paint, should keep it clear for years or at least the mould will just wipe off.

Hi Pam, I would also check that the extractor fan is properly ducted out so you do not have the same problem re occurring, a roofer or general builder should be able to check this out for you. Kind regards Paul Davis Total roofing care

Chris may be right but I am unsure is the extractor working efficiently ie strong, then strip the paint right back then a bonding liquid agreement mould is created by condensation therefore fan not working properly. Clean mould off then apply 2 coats of Dulux Mouldec paint. Bob Glen Painter/Decorator.
