Is planning permission required?

We have an existing Barn conversion which has change of useage which does not include the attached garage.We would like to convert the garage to a 4th bedroom as part of an upgrade which will include changing windows etc in the barn. Do we need planning permission for any of this? Also do we need building regs for the windows which will become bifold doors?
