hI mIchael, i don't know how to insulate your roof but the oozing material is sap coming out of the knots in the wood. The heat of the sun is accelerating this and they should be scraped off and sanded, then a coat of knotting solution applied to the bare knots. a few applications is best and does'nt take too long to dry.
