Most modern condensing boilers dont need ventilation so unless there is something unusual about your installation I would be Questioning why the heating engineer had inspected it and found there needed extra air vents but left it in operation anyway.I would pay for a second opinion.

You should check the credentials of the Gas Engineer ! he should have a gas safe no , mine is 3190 . The appliance you have mentioned is a room sealed Boiler and no extra ventilation should be needed , Unless installed in a compartment , then ventillaltion required to dissipate the heat within that compartment. The Boiler itself if fitted correctly is completely room sealed . And no fumes should be able to escape into the room . Are you sure the marks are not heat marks ?
