Electrician is the best answer, he can test the circuit to see if its the PCB Printed Circuit Board within the hood or a supply/ fuse issue. If you do require a new hood, most kitchen appliances are of a standard size so there shouldn't be much problem getting a new hood unless its a fancy one.
