Dusty garage floor

My garage floor is made of cement and I am constantly sweeping up the cement dust. Can I paint the floor to seal it and if so, what sort of paint should I use and how many coats should I apply please?

If it were my floor I would use a floor smoothing compound that would take high loading and paint it, water based paints tend to not last even if floor is primed first.
