Fireplace tiles should be fixed with a flexible cement based adhesive (mixed with water). Never use PVA to prime the surface you are tiling onto (as per suggestion by someone else) - because PVA causes the adhesive to not set!! When you tile onto tiles you must make certain the (slate) tiles are still firmly fixed, then it would be good practice to clean them a proprietary tile cleaner (e.g. LTP Grimex) to remove any grease and grime that may have coated the tile before applying two coats of an SBR primer (all tile shops can supply this). Buy the adhesive and grout from a proper tile retailer (e.g. Tileflair, Topps Tiles, Tile Giant, CTD), tell them what you are tiling onto what surface, and they will sell you the correct tile adhesive to use. A good tiler would not normally tile onto tiles, preferring to remove the old tiles first to ensure that the sub strata is sound and (on walls) is capable of holding the weight of tiles. However it can be done on a solid floor and any vertical surface (wall) where the combined weight of the tiles does not exceed the weight loading (in kg/sq m) of the wall surface.
