Who do i need to fix damp in a attic room

I am moving into a rented property and the room and in my bedroom which is the attic room I have notice that over a light fixture there are bubbles where the wallpaper is and damp patches on the wall and I have tapped the ceiling and there's a hollow sound who and what tradesman would I need to fix this issue
