Builder or decorator

Builder or decorator I have posted a job under painter and decorator but not sure. There is some damp and mould in two rooms of a first floor flat I rent out. Has been issue before and walls have been treated. Comes a back every few years due to ventilation Do I need a builder to look or will decorator be able to deal with this?
