try cleaning with sugar soap then seal with white undercoat

Simple answer. without actually looking at the problem. I dont believe a true assessment can be made. I would suggest you advertise the job and you will get up to three quotes regards

What sort of wall? What's it made of? How bad is the burn? If it's a plastered wall Scrape as much of the burnt stuff off, then stabilise it by painting over it with gloss paint. Then Finnish it by painting it over with the original paint. JC
