Not sure which Tradesman I need

Hi,
I need a Tradesman to reinstall the spot lights into my kitchen ceiling - currently they are hanging out of the cavities they should be inserted into.
I have been told by a handyman the halogen bulbs are getting hot, when the lights are inserted into the cavities, and are melting the light wires, causing the electrics to trip in the house. The handyman thought it was due to the kitchen ceiling insulation not being cut far enough to stop it coming into contact with the bulb ends, causing the over heating and melting.
Who would I need to come and fix this for me, so the ceiling lights can be reinserted without further over heating and melting the wires.
