To plumb in a gas hob - has to be undertaken by a gas safe engineer. As for oven being electric is dependant on the existing supply- if there is inadequate supply a certified electrician would need to attend. However should there be a supply present and it is a simple changeover then a competent kitchen installer could undertake this.
