Insulation of room in loft

We live in an old terraced house with a bedroom on the 2nd floor. It's not a conversion, the house always had a bedroom there and the rest of the loft space is not converted. The bedroom is boiling hot during the summer and freezing cold in the winter. What tradesman do I contact for this job?
