Hi Peter plasterers normally use diluted Pva on walls prior to over skimming to help with adhesion and reduce suction from the old plaster. Make sure the plaster is sound before over skimming any loose plaster will need to be removed and filled with an undercoat plaster. Ed

Pva all walls try a small patch if drying quick Pva again best to plaster when tacky G,branch plastering
