Hi Patrick you need a plasterer to remove the bulging section of ceiling and patch in a new section of plasterboard, then either skim the repair or have the whole ceiling done depending on condition. Ed

A plasterer will do the job , usually an old leak and the board has sagged and dried , need cutting out replaced and plastered G, branch plastering
