Hi Allan it's perfectly safe to fit the towel rail to this type of wall, the tiles will help to strengthen it. For the fixing use either Fischer plasterboard plugs or plasterboard anchors ( you may have to cut off the anti rotation lug as you are going onto tiles). Ed
