Hi Jeremy you could use a suitable sized holesaw to drill a hole through the rose. If you are going to hang a heavy light fitting you ideally need to fix into a timber noggin, you may need to lift a floorboard above the fixing position to install the noggin between the joists or you maybe lucky and have a joist in just the right place..
